On official holidays within the EU, payment processing is subject to changes (for example, May 1st, Labor Day). You can always submit your payments electronically during official holidays. However, they can only be sent to the counterparty's bank on the next business day, with the exception of instant payments, which are always processed immediately.
Some Dutch holidays are not customary outside the Netherlands, such as King's Day and Liberation Day. Electronic payments between banks are still possible on these holidays (unless the holiday falls on a weekend).

For transfers within Europe, you can choose to process them as Instant Payments (referred to as "Direct"), in which case these transfers will also be processed on public holidays.
Scheduled or recurring transfers are not processed on public holidays by default, but they will be processed on public holidays if you have selected Instant Payments (referred to as "Direct").
Payments between ING accounts within the Netherlands are always processed on public holidays and weekends, even if it is a scheduled or recurring transfer.
