Refugees who fled Ukraine are covered by the EU Temporary Protection Directive (TPD). They can open an ING bank account without a standard Dutch residence permit. This applies to Ukrainian nationals and certain non‑Ukrainian nationals.
If you are a refugee but you are not covered by the TPD, you can open an ING bank account only after you receive a Dutch residence permit and are registered in the Netherlands.
"}},{"title":"What documents do I need to open an ING bank account?","richBody":{"value":"To open an ING bank account, you need documents that prove your identity and your right to stay in the Netherlands. The requirements differ between Ukrainian nationals and other refugees covered by the TPD.
1. Ukrainian nationals
You can open a bank account via the ING App only if you have:
A valid biometric Ukrainian passport or a valid Ukrainian national ID, and
An O‑document (a temporary residence document issued by the Dutch Immigration and Naturalisation Service (IND) under the TPD).
If you don’t have these documents or onboarding via the ING App isn’t possible for some other reason, you can still open a bank account at ING service points if you have one of the following documents:
an O‑document, or
a Dutch residence permit, or
a W‑document (in eligible cases), or
a Cyrillic Ukrainian passport together with a certificate of identity verification from the Ukrainian Embassy;
And in all cases, you must be registered in the BRP (Personal Records Database) or have an officially registered shelter address.
2. Other refugees covered by the TPD (non‑Ukrainian nationals)
Refugees who fall under the EU Temporary Protection Directive but are not Ukrainian nationals (for example, people who legally resided in Ukraine) can also open a bank account at ING, but not via the ING App.
They can open a bank account at ING service points if they have:
an O‑document, or
a Dutch residence permit, or
a W‑document (in eligible cases),
and your passport, if you have one,
and in all cases, a BRP registration or officially registered shelter address.
Additional checks may be required, based on Dutch banking regulations.
3. Refugees not covered by the Temporary Protection Directive
If you are a refugee not covered by the EU Temporary Protection Directive, you cannot open an ING bank account at this time. You can open a bank account at ING once you receive a Dutch residence permit and are registered in the Netherlands (BRP).
