A new file format is available for providing information of SEPA-payments through batch payments (SEPA Credit Transfer) and direct debits (SEPA Direct Debits). From 17th March 2024 it is possible to use the new file format SEPA XML version 2019. The new file format is available next to the current file format XML version 2009 and Excel.</p><p><br />The main change in the new SEPA XML version 2019 is the possibility to provide address details in a structured form. In addition, the new SEPA Rulebooks introduces the following changes:</p><ul><li>Possibility to add new (optional) elements such as LEI and Proxy. These elements will be explained in the FAQ below.</li><li>Change in element names for BIC and BICOrBEI</li></ul><p>These changes apply to the SEPA Credit Transfer (SCT) and SEPA Direct Debit (SDD), with the exception of the Proxy element. Proxy is not an element in SEPA Direct Debit.</p><p>Please note: if you do not add any address details in a batch payment or direct Debits, nothing will change and you can continue to use the current XML version 2009.</p><p><br /><strong>Why is there a new version?</strong></p><p>The new XML version 2019 is the result of European regulation and further standardization of payment transactions. Adding structured data to a SEPA payment will help to improve payment processes.<br /><br /><strong>Update: when will the changes be effective?</strong></p><p>From 17 March 2024 to 15 November 2026, it is possible to provide address information to a SEPA Payment in the (current) unstructured form or in the new structured form. If you use address information in a SEPA payment, we recommend that you switch to the new XML version 2019 in a timely manner. This way you are well prepared, because from 15 November 2026 unstructured address data will no longer be supported.<br /><br /><strong>What does this mean for me?</strong></p><ul><li>If you do not provide address details in batch payments and/or direct debits, this change will have no consequences for you.</li><li>If you do provide address details in batch payments and/or direct debits, it is mandatory to provide these in structured form as of 15 November 2026. In this case, we recommend to migrate to the new XML version 2019 in a timely manner.<br /><br />Please note! If you do provide address details, it is likely that your payment counterpart administration should also change to structured form. See the FAQs regarding Postal Address.</li><li>It could be that you provide address details even though this is not required for regulatory reasons. In that case, you can consider to no longer provide address details if this is not necessary for business processes of you and your counterparties. The address consists of a maximum of two address lines (Address line) plus the country (Country). The address line typically contains one or more of details, such as street name, number, postcode, city and/or postbox. This is called an unstructured address.<br /><br />Structured address: a structured address is when information such as street name, house number, postal code and residence is provided in separate fields.<br /><br />The new XML version 2019 is available since 17 March 2024. Until 22 November 2026, it is allowed to provide address details in XML version 2019 in a structured or unstructured form. From 22 November 2026, if address details are provided, it is mandatory to do so in a structured form.<br /><br />Please note: If you provide a structured address, please always include City (Town Name) and Country (Country). Optionally you can include Street (Street Name) and number (Building Number). If you include City (and possibly street/house number), the use of Address lines is not allowed.<br /> </li><li><strong>LEI</strong> (new): LEI stands for Legal Entity Identifier and is an alternative identification of companies and other organizations. The use of the ‘LEI’ may become mandatory in the future for SEPA Payments but this is not yet the case. If you provide LEI in your SEPA payments, ING will forward it to the counterparty&apos;s bank.<br /> </li><li><strong>Proxy</strong> (new): a Proxy is an additional information element in which an account (holder) can be recognized and can be added next to the required IBAN number. A proxy can be an e-mail address or telephone number. You can provide this element in your batch payments but ING will ignore this element and will not forward it.<br /> </li><li><strong>Category Purpose for SEPA Direct Debits</strong> (new): in the CategoryPurpose element, the purpose of a transaction can be specified. For SEPA Direct Debit this is a new optional element but ING will not support this.<br /> </li><li><strong>Requested Execution Date</strong> (modified for SEPA Credit Transfer): requested Execution Date is the (desired) execution date. It is an existing element that contains a timeframe in the new XML version 2019.
